Indian democracy has traditionally been understood as campaign-driven. Political parties mobilised organisational machinery primarily during election cycles, with governance and electoral strategy operating in parallel but distinct domains. That distinction is eroding. This report examines the rise of what may be termed the Permanent Political Machine — a model in which electoral infrastructure operates continuously, integrating governance delivery, digital monitoring, grievance management, and narrative control into a 365-day competitive system.
